The Bajío Logistics Hub in Guanajuato joins the Mexico Plan: a new strategic development center

By María Gamba

On June 26, 2025, the governor of Guanajuato, Libia Dennise García Muñoz Ledo, signed the Letter of Intent for the implementation of the Economic Development Pole for Well-being (Podebi), formally incorporating the Puerta Logística del Bajío project into the national strategy ofPlan México.

This initiative not only seeks to substitute imports through industrialization, but also to position Mexico as a first-class logistics platform. For companies specializing in transportation and logistics such asControl Terrestre, this type of development represents a key opportunity to optimize routes, integrate intermodal services, and offer more efficient and sustainable solutions to our clients.

A "dry port" that will transform the Laja-Bajío region

ThePuerta Logística del Bajío, located in Celaya, will be a state-of-the-art "dry port" developed in alliance with the Spanish group Azvi, and with the collaboration ofFerromexandCanadian Pacific Kansas City (CPKC). This project includes:

  • Railway terminals
  • Loading and unloading areas
  • Customs
  • Last-mile services
  • Road and rail connectivity for exports and imports

The first stage will occupy 51 hectares, with the possibility of expanding to 200. This scale will allow for the operation of large volumes of cargo and facilitate cross-border trade with the United States and Canada.

Celaya: new national and international logistics hub

Celaya is located at the intersection of two of the country's main railway lines: Ferromex and CPKC, through which 23% of the national rail freight circulates. Added to this is its proximity to highways 45 and 57 and its proximity to assembly plants such asMazda, Honda and Toyota, all within a radius of less than 50 km.

This type of location is ideal for logistics operators such asControl Terrestre, as it allows us to design shorter routes, lower transit times, and intermodal solutions that connect train, road, and value-added services.

Sustainable and efficient logistics: the objective of this new infrastructure

The estimated investment for the first phase of the complex amounts to 2,500 million pesos. The focus will be on strengthening the use of therailway as a priority means for the transport of goods, a more secure, profitable, and environmentally friendly logistics mode.

The terminal will offer specific services for sectors such as:

  • Agricultural (bulk)
  • Automotive
  • Containerized cargo

InControl Terrestre, this commitment to intermodality strengthens our goal of becomingthe most humane and green transportation company in Mexico, aligning our values with infrastructure developments that facilitate the agile, safe, and traceable movement of cargo.

Federal support: a shared vision of growth

The inclusion of the Puerta Logística del Bajío within the federal program ofEconomic Development Poles for Well-beinggives it key institutional support. The governor of Guanajuato highlighted the support of PresidentClaudia Sheinbaumand the Secretary of EconomyMarcelo Ebrard, and noted that this project will transform Celaya and the entire region.

From September 2024 to date, Guanajuato has captured2.298 billion dollars in foreign direct investment, generating more than 11,000 jobs, which reinforces the confidence that investors place in this area of the country.

What does this mean for logistics in Mexico and for companies like Control Terrestre?

For logistics players likeControl Terrestre, this type of infrastructure allows:

  • Greater rail and road connectivitybetween the Bajío, the U.S. and Canada
  • Reduction of operating times and costsin FTL services and containerized cargo
  • Customs facilitiesand coordination in the last mile
  • Better traceabilityand the use of technologies for 24/7 monitoring
  • Greater resilience to global disruptions in supply chains

In addition, the consolidation of this hub allows us to design more robust strategies for our clients in the automotive, agricultural, and industrial sectors, connecting them with key production, distribution, and export centers.

A shared vision for the future

The Federal Government also announced the creation of 14 other poles in states such as Chihuahua, Puebla, Veracruz, and Sonora. All these projects aim to consolidate a more competitive logistics ecosystem for Mexico.

InControl Terrestre, we celebrate these types of initiatives that, beyond infrastructure, represent a shared vision: transforming logistics into a strategic advantage for national development.
